This update was definitely also causing the Exchange issue, which to me seems like a bigger problem than not being able to restart IIS. I would guess it relates to TCP port sharing in some sense, but who knows. It effects all kinds of TCP Networking processes. the problem is in the windows kernel, the process is stuck and cannot die.
